The Worldwide Women’s Association Recognizes Lina E. Serrano


 

Lina E. Serrano is an accomplished behavioral health and healthcare operations leader, community advocate, and first-generation college graduate with more than 10 years of experience directing multi-site programs across California. As Director of Quality at Care Health Services Corporation, she brings extensive expertise in behavioral health, adult day health care, substance use disorder prevention and treatment, nonprofit leadership, and community-based programming.

Throughout her career, Lina has demonstrated a strong commitment to operational excellence, quality improvement, and expanding access to services for underserved and vulnerable populations. She has led adult day health centers and behavioral health programs while overseeing strategic planning, program expansion, regulatory compliance, and budgets of up to $5 million. Her ability to balance organizational priorities with the needs of the communities she serves has made her a trusted and effective leader.

Lina is particularly recognized for strengthening operations, developing community partnerships, and improving organizational performance. She brings a collaborative and solutions-oriented approach to leadership, working across teams and organizations to identify opportunities for growth, establish effective processes, and ensure programs deliver meaningful outcomes. Her experience also includes serving as an administrative consultant to healthcare and community-based organizations, providing strategic leadership, operational guidance, and compliance support.

A passionate advocate for community well-being, Lina has dedicated her career to creating greater opportunities and improving outcomes for individuals and families who may face barriers to quality healthcare and essential services. As the first daughter in her family to earn a college degree, she understands the transformative power of education and has carried that perspective into her professional commitment to leadership, mentorship, and community advancement.

Lina’s leadership and dedication have been recognized through multiple Employee of the Month awards as well as an Administrator of the Year award. These honors reflect her commitment to excellence, her ability to inspire those around her, and her consistent focus on delivering high-quality services.

Lina holds a Master of Science in Industrial and Organizational Psychology and a Bachelor of Arts in Psychology. Fluent in both English and Spanish, she is well equipped to connect with diverse communities and foster inclusive, culturally responsive environments.

Today, Lina continues to pursue opportunities that allow her to combine healthcare leadership, behavioral health expertise, consulting, and community advocacy. She is passionate about building stronger organizations, developing people, creating meaningful partnerships, and advancing access to health, stability, and opportunity for the communities she serves.
