With over 30 years of professional experience in her field, formerly a Lawyer at the Central Bank of Italy, engaged in monetary policy and financial law issues related to the European System of Central Banks (ESCB), Rosa Perna is a senior Judge at the Administrative Court of Rome where she is known for her unmatched expertise in competition law, market regulation, tax law, public procurement and State defence.
She is also a member of the Research and Training Department of the Italian Council of State; in addiction to this, she is Activity Coordinator for EJTN (European Judicial Training Network), in this position organizing and chairing training activities for the judiciary.
She occasionally works as national expert for OECD.
She has published many legal articles on competition law and telecommunication law.
Rosa holds a Postdoctoral degree in legal disciplines from the University La Sapienza of Rome, which she obtained in 1988. She also obtained a Master in Administrative Law and Administrative Procedural Law, CEIDA, Rome (2002) and a Diploma in Annual Training on Business Models, Innovation and Regulation of the Digital World, European University Institute, Florence ( 2017/2018).
Moving forward, she plans to continue to progress in her role and to gain recognition.
In her spare time, Rosa enjoys acting, singing, reading, travelling.
