Determination has been a constant across Felicia Burleson’s professional journey. Long before becoming a Community Engagement Specialist with the City of Austin, she was learning how to balance competing responsibilities, work effectively with others and remain focused on long-term goals. Her path from retail to federal service and municipal government reflects a sustained commitment to growth, education and purposeful work.

Each stage brought a different set of responsibilities. Retail introduced the fundamentals of service and teamwork. Federal service emphasized compliance, communication and trust. Continued education added a broader understanding of leadership, strategy and business operations. Together, those experiences helped shape Felicia’s approach to navigating organizations and contributing to public service.

Learning Through Work and Education

Felicia entered the workforce in retail while she was still a senior in high school. The experience gave her an early foundation in customer service, teamwork and leadership—skills that would remain relevant as her career moved into increasingly complex environments.

She continued working full-time while pursuing a Bachelor of Business Administration at St. Edward’s University. Managing employment alongside a demanding academic schedule required discipline and careful prioritization. Felicia completed the degree in 2002, but the significance of that period extended beyond earning a credential. It reinforced the resilience and commitment to excellence that she would carry into later roles.

That combination of formal study and practical responsibility also established a pattern for her professional development. Education was not separate from work; it was a way to deepen the skills she was already applying and prepare for new challenges.

Building a Foundation in Public Service

After completing her undergraduate degree, Felicia transitioned into federal service with the Department of Veterans Affairs. In supporting security operations, she gained experience with the standards and coordination required in a public institution. The role also highlighted the importance of clear communication, compliance and community trust.

These lessons provided a foundation for her future in government administration. Public service requires attention not only to processes, but also to the people affected by them. Felicia’s early customer-service background and federal experience offered complementary perspectives: one centered on direct interaction and responsiveness, and the other on operating responsibly within established systems.

Her eventual work with the City of Austin brought those threads together. As a Community Engagement Specialist, Felicia works in a field where relationship building, public participation and clear communication matter. Her professional areas of focus include strategic outreach, facilitation, program management, volunteer leadership and collaboration across departments.

Returning to the Classroom

As her career progressed, Felicia continued investing in education. During 2021 and 2022, she pursued a Master of Business Administration at Louisiana State University Shreveport, completing the degree in 2022. The program strengthened her knowledge of leadership, organizational strategy and business operations.

The MBA also expanded the perspective she could bring to complex systems and cross-functional initiatives. In a government setting, strategic insight must be paired with practical coordination. Different teams may bring distinct responsibilities, priorities and forms of expertise to a shared effort. Understanding operations and organizational strategy can help create a clearer view of how those pieces connect.

Felicia’s decision to continue her education illustrates a broader theme in her career: growth is an ongoing practice rather than a single milestone. Her development has included academic study, experience across different sectors and continued attention to communication, adaptability and organizational effectiveness.

Purpose in the Through Line

Although Felicia’s roles have changed, the capabilities developed at each stage remain connected. Customer service taught attentiveness to people’s needs. Working full-time while completing her undergraduate studies demanded persistence. Federal service underscored accountability and trust. Graduate education strengthened her strategic and operational perspective.

Today, those experiences inform work centered on engagement and collaboration. They also show how a career can develop through the steady accumulation of skills rather than a single defining moment. Felicia’s journey is grounded in taking on responsibility, learning from each environment and preparing thoughtfully for what comes next.

Her story offers a practical view of professional growth: begin with the work in front of you, recognize the transferable lessons within it and keep building. For Felicia, determination opened the path, education broadened it and public service gave that path a clear sense of purpose.
