The Worldwide Women’s Association Recognizes Dr. Terri Taylor RRT/RN, CCM, PhD

 

Dr. Terri Taylor, RRT/RN, CCM, PhD is an accomplished healthcare leader, nurse, respiratory therapist, educator, and utilization and case management executive with extensive experience spanning hospital, outpatient, managed care, and healthcare administration. Throughout her career, she has demonstrated a strong commitment to improving patient outcomes, strengthening healthcare operations, developing high-performing teams, and advancing evidence-based practices.

Dr. Taylor currently serves as Manager of Utilization Management at Dignity Health Medical Foundation, where she oversees the day-to-day operations of utilization management nursing teams, including pre-service utilization review, concurrent inpatient review, and retrospective claim review. In this role, she provides strategic and operational leadership, develops policies and procedures, oversees audits and program metrics, supports new lines of business, and collaborates with physicians, health plans, hospitals, and other healthcare partners to promote appropriate resource utilization and quality care. She also provides recommendations surrounding outpatient and complex care management while ensuring compliance with regulatory and contractual requirements.

A respected leader in utilization management and care coordination, Dr. Taylor has held progressively responsible positions with UC Davis Medical Center, Kaiser Permanente, the California Department of Corrections and Rehabilitation, and other healthcare organizations. At UC Davis Medical Center, she served as Assistant Nurse Manager/RN Supervisor, overseeing utilization management operations and supervising RN case managers, managed care specialists, and pharmacists. Earlier in her career, she served as a Nurse Consultant and Program Review Lead for the California Department of Corrections and Rehabilitation, where she led statewide utilization management initiatives, developed and implemented review programs, analyzed healthcare trends, and served as a subject matter expert across 35 facilities.
Dr. Taylor’s leadership experience is complemented by a significant background in nursing education. She served as an Associate Professor of Nursing at Sacramento State University, where she taught undergraduate nursing courses, including psychiatric and mental health nursing, and provided classroom, clinical, and simulation instruction. She also contributed to curriculum development, evaluation, and revision while advising students and supporting academic excellence.

Her academic background reflects her multidisciplinary approach to healthcare leadership. Dr. Taylor earned a Doctor of Philosophy in Health Sciences from Touro University, with an emphasis in Health Services, Education, and Research. She also holds a Master of Health Administration, earned Cum Laude from Chapman University, as well as a Bachelor of Science in Nursing, Bachelor of Science in Health Services, Associate of Science in Nursing, and Associate of Science in Respiratory Therapy.

Dr. Taylor holds professional credentials as a Registered Nurse and Public Health Nurse, a Certified Case Manager, and a Registered Respiratory Therapist. She is also an InterQual Certified Instructor and holds a Healthcare Green Belt Certification in Lean Six Sigma. Her combination of clinical expertise, advanced education, operational leadership, and commitment to process improvement enables her to approach healthcare challenges from both a patient-centered and organizational perspective.

Her contributions to healthcare leadership have been recognized through honors including the Dignity Health Medical Foundation 2024/25 Regional Innovation Award and 2024/25 Emerging Leader Award. Known for her ability to foster multidisciplinary collaboration, develop effective care strategies, and translate complex healthcare requirements into practical solutions, Dr. Taylor continues to make a meaningful impact on healthcare quality, utilization management, education, and organizational performance.
